Queue a failed, expired or cancelled Zalo job again as a new job with the same work (never an unverified one; a conversation send is retried with inbox_message_retry to keep its place in line). Returns the new job id.

Mỗi khoá/kết nối tối đa 300 lệnh đọc và 60 lệnh ghi mỗi phút. Gọi lại cùng Idempotency-Key trả đúng kết quả cũ, không làm lại.
